Hello, I was wondering what type of relationship should I form if both asset specificity and transaction costs are high, according to Transaction cost economics?

I chose RFP because is used for purchasing items that are more complex or expensive. The other 3 answers are Transactional Relationship, Strategic alliance/insource, and Outsource.
