Patient Portals

HealthIT.gov provides a definition for patient portals: http://www.healthit.gov/providers-professionals/fa…. In addition, most of you are already familiar with PHRs. How can you combine the two to provide patients with more autonomy of care? Also, do you think PHRs and portals put responsibility on the patient? Is this good or bad?
