2. Identify and summarize the reasons why the U.S. Department of Health and Human Services (HHS) believed (at the time) that the country needed a national health privacy framework. What industry “gaps” were the regulators trying to address with the Privacy Rule?
3. Reflect on the challenges HHS raised in the early aughts. Are these challenges still relevant today? Why or why not?
