I am writing an academic piece – Research Paper about New Zealand’s government on Housing Affordability. Why should New Zealand’s government increase housing affordability?

Unfortunately, I am stuck on what to structure this piece. I have all the research and ideas, however, I do not know how to convey them to writing.
